Every category — jōyō, each school grade, each JLPT level — has its own fixed, shuffled rotation through its kanji. The date picks the position, so everyone sees the same kanji on the same day, past days can be revisited, and no server has to remember anything. The day rolls over at midnight Japan Standard Time.
Grade levels come from the kyōiku kanji assignments in KANJIDIC2; JLPT levels follow Jonathan Waller's widely used N5–N1 lists — the same sources jisho.org uses, so groupings here match what you'll find there.
